I don't run "data services", but I am a dedicated BusinessObjects Enterprise guy. I can tell you that I run BOE 12.3 on Windows 7 64-bit and Windows 2008 R2 operating systems. Both are supported since the Service Pack 3 full install was released. I would expect a 12.3 parity with "data services", but not sure.
